Whiterun

Whiterun is a major city located in the center of Skyrim and serves as the capital of Whiterun Hold. Built around the ancient palace of Dragonsreach, it is one of the first major cities most travelers visit and a hub for trade, questlines, and the warrior guild known as the Companions.
Overview
Whiterun sits on elevated ground in the tundra plains at the heart of Skyrim, making it a natural crossroads between the province’s other holds. Its central location and neutral standing make it strategically important during the civil war between the Imperial Legion and the Stormcloaks.
Districts
The city is divided into three main districts that climb the hillside.
The Plains District
The lowest and busiest area, home to the market, the blacksmith, and the popular inn The Bannered Mare. Most trade in Whiterun happens here.
The Wind District
The residential middle tier, containing homes, the Temple of Kynareth, and Jorrvaskr, the mead hall of the Companions.
The Cloud District
The highest tier, dominated by Dragonsreach, the Jarl’s palace. A memorable line from a guard about outsiders “climbing to the Cloud District” has become one of the game’s best-known quotes.

Whiterun plays a pivotal part in the main storyline. Early on, the Dragonborn warns Jarl Balgruuf of the dragon threat, and later Dragonsreach itself becomes central to a crucial moment involving the capture of a dragon.
